The 55th Annual Meeting of the Commission and meetings of its standing committees are August 1 – 4, 2022, in Anchorage, Alaska. Registration is required for all meetings and events. While the Commission meeting and all committee meetings are free to attend, there is a fee for attending the Annual Meeting Seminar and social events on Wednesday. The fee structure is based on your state’s membership type.

Litigation in Quad Graphics, Inc. v. North Carolina Department of Revenue spotlights the U.S. Supreme Court’s 1944 decision in McLeod v. J. E. Dilworth Co. — a case not specifically overturned but of unclear vitality in modern sales & use tax jurisprudence. This discussion will use the context of Quad Graphics and Dilworth to frame the broader issue of the precedential value of decades-old (or more) U.S. Supreme Court decisions.

3:50 – 5:00 pm: OECD Pillars 1 & 2: What State Tax Agencies Need to Know

Some people say the MTC and the OECD are similar governmental entities—one concerns states, the other countries. This panel will discuss the OECD’s project to modernize international tax law and how the states may be affected. Pillar 1 concerns market-based sourcing and taxation of digital services. Pillar 2 concerns imposing a 15% global minimum tax.

Hotel Reservations:  Our room block at the Sheraton Anchorage Hotel in Alaska is sold out. Hotel rooms at government rates are difficult to locate in the summer in Anchorage. We recommend utilizing all options, including Airbnb/Vrbo for seeking accommodations in downtown Anchorage.

 

Description of Events

Daily Breakfast is offered Monday – Thursday and is free to all attendees.

Networking “Wind Downs” – casual receptions held at the end of Monday’s and Tuesday’s meetings for all participants (cash bar).

State Attorney Training is held on Monday. Attendance at this training and informational event is limited to public sector tax attorneys. There is no charge to attend this event in person. There is a cost-defraying access fee for virtually attending the training presentations (the roundtable is in-person only).

Committee Meetings are held on Monday, Tuesday, and Thursday. All committee meetings are free and open to the public except during closed sessions. Closed sessions are held only for specific reasons described in the MTC’s public participation policy and will be indicated on meeting agendas.

The Annual Meeting of the Commission meeting is held on the Wednesday morning. Like other MTC committee meetings, it is open to the public.

The Annual Meeting Seminar is held beginning midday on Wednesday with an award presentation and luncheon. The seminar sessions are eligible for certificates of attendance which you may use when seeking continuing education credits with your state accrediting entity. There is a registration fee for Annual Meeting Seminar which includes attending the luncheon, the three seminar presentations, and the reception following the sessions. This fee is based on states’ level of membership in the Commission for state government attendees, other government attendees, and a general fee for non-government attendees. Virtual attendance at the three seminar sessions will be available for those not traveling to Anchorage for a flat fee.

Remote access information will be provided to virtual attendees of the State Attorney Training and Annual Meeting Seminar presentations in advance of the events.


Statement Regarding Public Participation

Generally, meetings of the Commission and its Committees are public. Persons attending public sessions need not identify themselves. However, some of the listed meetings may not be entirely public. Under the Commission’s Public Participation Policy, closed meetings may be held in matters involving certain personnel issues and the acquisition/disposition of real estate, matters required by law to be confidential, including discussion of certain taxpayer information, and some discussions with counsel over pending litigation. For your convenience, you may choose to contact Nancy Prosser at (202) 650-0300, for an indication of which of the listed meetings may not be entirely public. Your contact, which may be on an anonymous basis, also permits the Commission to provide adequate seating.
