| V. | Special Panel Presentation: States across the country are seeking to regulate and tax prediction markets. This panel will discuss what these markets are and how they work, whether Congress has preempted state authority to regulate them (there is a contentious debate), current litigation (there are many lawsuits), and revenue implications (material). Panelists include Deputy Solicitor General John Kerkhoff, State of Ohio, and Solicitor General Jeremy Feigenbaum, State of New Jersey. | ||
