1:30 – 2:15 Special Alaska Tax Panel – Addressing a Changing Economy (with senior Alaska officials)
Insights into how tax state systems may need to adapt to address changing economies.

2:15 – 3:00 The Tax Injunction Act and Recent Efforts by Taxpayers to Circumvent State Courts
Sarah Pai, Texas and Lila Disque, MTC
We are seeing a growing number of cases where taxpayers bring actions directly to federal court to challenge a state tax. How should states respond and what protections are provided by the Tax Injunction Act and principles of comity?

3:00 – 3:45 Taxing Gains upon the Sale of Partnership Interests: Key issues and Recent Developments
Moderator: Bruce Fort, MTC
Perhaps the hottest topic in state tax now, with significant litigation around the country. How do states tax these gains, what are the key issues, and how are courts reacting?

3:45 – 4:00   BREAK

4:00 – 5:00  Litigation Roundtable & Informational Sharing Session (open only to in-person attendees)
MTC roundtable discussions provide a forum for public sector attorneys to share developments in their state, identify colleagues who are working on similar issues, and hear about legal strategies that others are using.

We recommend that those attending be mindful of the Uniform Exchange of Information Agreement and their state laws regarding sharing of confidential taxpayer information. CLE credit will not be available for this session.

5:00 – 6:00  Networking Wind Down
This will be one of many opportunities to build relationships and share ideas with colleagues around the country.

7:00  Dinner
We have a reservation at a local restaurant for those who want to join a group dinner afterwards.
